Methodology note

Risk and cost bands arrive pre-computed and k-anonymized (k=5) in the certified data pack, and this page reads them as published. The pack carries band labels and counts only: vulnerability details, finding identifiers and repository names stay out of the shared data. Ministry alignment is indicative, mapped to generic government-function portfolios.
